Shila said: His name is Shiloh, for it is written, until Shiloh come. ( 26) The School of R. Yannai said: His name is Yinnon, for it is written, His name shall endure for ever: (27) e'er the sun was, his name is Yinnon. (28) The School of R. Haninah maintained: His name is Haninah, as it is written, Where I will not give you Haninah.(29) Others say: His name is Menahem the son of Hezekiah,for it is written, Because Menahem [‘the comforter’ ], that would relieve my soul, is far.(30) The Rabbis said: His name is ‘the leper scholar,’ as it is written, Surely he hath borne our griefs, and carried our sorrows: yet we did esteem him a leper, smitten of God, and afflicted .(31)

also, For who hath despised the day of small things (ib. 10)? also, Who art thou, O great mountain before Zerubbabel (ib. 7)? Furthermore , the royal Messiah will be descended from the tribe of Judah, as it says, And it shall come to pass in that day, that the root of Jesse, that standeth for an ensign of the peoples, unto him shall the nations seek (Isa. XI, 10) .

Isa.11 [10] And in that day there shall be a root of Jesse, which shall stand for an ensign of the people; to it shall the Gentiles seek: and his rest shall be glorious.

 

Thus from the tribe of Judah were descended Solomon, who built the first Temple, and Zerubbabel who built the second Temple; and [from him will be descended] the royal Messiah, who will rebuild the Temple. Thus we find that these two tribes, Judah and Levi, are the most distinguished in their lineage of all Israel, since in them were royalty and priesthood. Judah was the fourth of the tribal ancestors to be born, just as the daleth is the fourth letter of the alphabet and is the fourth letter of his name.1 On the fourth day too the luminaries were created, while of the Messiah it is written, And his throne [shall endure] as the sun before Me (Ps. LXXXIX, 37). Of his seed four were saved, one from the lions’ den and three from the fiery furnace. The fourth letter [of the alphabet-daleth] is the beginning and the end of David's name; and so it says, The sceptre shall not depart from Judah (Gen. XLIX, 10); and it is also written, And thy house and thy kingdom shall be made sure for ever (II Sam. VII, 16); also, For ever will I keep for him My mercy (Ps. LXXXIX, 29).2 Further, it is as we have said: as the luminaries were created on the fourth day, so was Judah born the fourth of the tribal ancestors, and by them we count the years of the world.3 The tribes 4 are enumerated fifteen times in the Torah [together], and Judah is designated head of the tribes four times, corresponding to his birth. Mic.5 [2] But thou, Bethlehem Ephratah, though thou be little among the thousands of Judah, yet out of thee shall he come forth unto me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting.

The Targum Jonathan (second century A. D.) :
And You Bethlehem Ephrath, you who were too small to be numbered among the thousands of the house of Judah,
From you shall come forth before Me The Messiah, to exercise dominion over Israel, He whose name was mentioned from before, from the Days of Creation.

People of Bethlehem were small, little in comparision of all Israel

Exod.18[ 21] Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands , and rulers of hundreds, rulers of fifties, and rulers of tens:

[25] And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

( little over 12 % ) of all Israel that was numbered. People of Bethlehem were even less.
